Federal Contracting Workforce Certification Training

The Federal Acquisition Certification in Contracting Program (or “FAC-C”) establishes three levels of certification that, with one exception regarding educational requirements, are the same as those for DoD under the Defense Acquisition Workforce Improvement Act (DAWIA) certification program for contracting.

Since these training requirements are the same as those of DAWIA, DoD students can satisfy their requirements by taking our DAU-equivalent courses. As of January 1, 2007, civilian agencies may only award new warrants to individuals certified at the appropriate level.

Contracting personnel from civilian agencies and DoD are required to take mandatory courses offered by the Defense Acquisition University (DAU) or courses that are equivalent as judged by DAU.

Management Concepts has received DAU equivalency for all of the Level I, II, and III courses.

For Level I certification students must complete five mandatory courses:

CON 100:Shaping Smart Business Arrangements
CON 110:Mission Support Planning
CON 111:Mission Strategy Execution
CON 112:Mission Performance Assessment
CON 120:Mission Focused Contracting

After completing the Level I certification training, students may take the mandatory Level II certification courses:

CON 214:Business Decisions for Contracting
CON 215:Intermediate Contracting for Mission Support
CON 216:Legal Considerations in Contracting
CON 217:Cost Analysis and Negotiation Techniques
CON 218:Advanced Contracting for Mission Support

Upon completion of the Level II certification training, students may take the mandatory Level III course:

CON 353:Advanced Business Solutions for Mission Support

Assignment Specific Courses:

CON 243:Architect-Engineer Services Contracting
CON 244:Construction Contracting

In addition to the completion of mandatory core training at the three levels discussed above, FAC-C and DAWIA also require completion of electives at each level, plus students must earn at least 80 continuous learning points every two years. Please note that electives and continuous learning courses do not have to be DAU-equivalent. NOTE: Students seeking to meet the requirements of FAC-C, DAWIA, or their agency’s Contracting Officer’s Warrant Program, are urged to consult with their agency Acquisition Career Manager (ACM) to ensure they are taking the appropriate courses. For successful completion, students must fully attend each course and achieve at least an 80% on the graded portions of the courses.
