Federal Contracting Workforce Certification Training

Level II Certification

DAU has revised its core Level II certification courses to CON 214, CON 215, CON 216, CON 217, and CON 218. The FAC-C program now requires these courses to satisfy its Level II training requirement. Management Concepts started offering these courses in FY09 after receipt of equivalency from DAU. Both FAC-C and DAWIA Level II Contracting certification candidates can satisfy their core training requirements by taking our courses.

For those students who were unable to complete all of the previous Level II courses prior to the change, don’t despair; you don’t have to start over. Use the following transition crosswalk to determine what remaining courses you will need to take to complete your core Level II training.

New DAU Curriculum Level II Courses (effective immediately):

CON 214: Business Decisions for Contracting
This initial FAC-C and DAWIA Level II training course builds on the Level I preaward business and contracting knowledge necessary to process complex procurements. The emphasis of this course is on planning successful mission support strategies and executing an acquisition that optimizes customer mission performance. Students will learn the techniques for building successful business relationships, the benefits of strategic sourcing, and the intricacies of contract financing. Students will also develop an in-depth knowledge of subcontracting, source selection, and contractor responsibility.

CON 215: Intermediate Contracting for Mission Support
This FAC-C and DAWIA Level II mandatory training course is for contracting personnel with either FAC-C or DAWIA Level I Contracting certification and two years of contracting experience. Students will put into practice the knowledge and skills gained in CON 214 and the Level I contracting courses by working in teams on an in-depth contract case study. This hands-on case study helps students develop critical thinking, customer needs analysis, procurement strategy development, and source selection skills necessary for successful contract performance.

CON 216: Legal Considerations in Contracting
This FAC-C and DAWIA Level II certification training course focuses on legal considerations in the procurement process. The course introduces the basic principles and sources of law relevant to procurement, including fiscal law. It also addresses other legal issues that may arise during the course of a contract such as protests, assignment of claims, disputes, fraud, contractor debt, performance issues, and contract termination.

CON 217: Cost Analysis and Negotiation Techniques
This course builds on the basic pricing skills covered in the Level I contracting curriculum. Students will learn and apply more advanced pricing methods and techniques in order to analyze a contractor's proposal and develop government negotiation objectives. This course also introduces the concepts necessary for successful negotiations.

CON 218: Advanced Contracting for Mission Support
This capstone course completes the mandatory training for FAC-C Level II certification. Through a realistic case study based on a government acquisition, students will demonstrate their ability to negotiate fair and reasonable prices, resolve legal issues, and respond to changing customer requirements during contract performance. This highly interactive course gives students the opportunity to tackle complex contracting issues in a team environment that encourages open discussion and exchange of ideas.
