Allowability of Training Costs
For recipients of federal funds, our training courses, and the related travel expenses, may be an allowable charge to your federal grant. Under the cost principles:
- The cost of training provided for employee development is allowable. (2 CFR Part 225 (A-87), Cost Principles for State, Local and Indian Tribal Governments, App. B, 42; 2 CFR Part 220 (A-21), Cost Principles for Educational Institutions, App. A, J.51)
- Costs of attendance of up to 16 weeks per employee per year at specialized programs specifically designed to enhance the effectiveness of executives or managers or to prepare employees for such positions are allowable. Such costs include enrollment fees, training materials, textbooks and related charges, employees' salaries, subsistence, and travel. (2 CFR Part 230 (A-122), Cost Principles for Nonprofit Organizations, App. B, 49.d; 48 CFR 31.205-44(e), Contracts with Commercial Organizations)
Reminder: Always check your grant agreement or ask your federal awarding agency before charging training costs to your grant: in some cases statutory provisions or grant terms and conditions may affect the allowability of training costs.
