James Edwin Kee, JD, MPA, is a professor of public policy and public administration at the Trachtenberg School of Public Policy and Public Administration at the George Washington University (GW) and Co-Director of the Midge Smith Center for Evaluation Effectiveness.
Kathryn E. Newcomer, PhD, is a professor and Associate Director at the Trachtenberg School of Public Policy and Public Administration at GW, where she is also Co-Director of the Midge Smith Center for Evaluation Effectiveness and Director of the PhD in Public Policy and Administration program.
