Federal agencies have invested heavily in artificial intelligence, giving employees access to increasingly powerful tools that can research, summarize, analyze, and draft in seconds. 

But access to AI is not the same as AI transformation. 

A chatbot disconnected from agency data, systems, policies, and workflows may help an employee work faster. It does not necessarily change how the work gets done or improve mission outcomes. 

In his latest blog post, David B. Doane explores why federal leaders need to move beyond what he calls “Magic AI,” the assumption that acquiring powerful technology will produce transformation on its own. 

Instead, realizing meaningful value from AI requires leaders to think differently about data, context, secure architecture, workflow design, workforce capability, and the role human judgment plays in AI-enabled work. 

From AI Access to Mission Value 

AI does not move directly from a software license to mission impact. 

Between the two is an operational pipeline that determines whether AI becomes embedded in the work or remains another tool employees have to navigate around. 

That means ensuring employees can access the right data, grounding AI in agency-specific context, designing secure architectures, integrating AI directly into existing workflows, and preparing people to work differently as machines take on more research, synthesis, and drafting. 

The result may also change the value of human expertise. 

As AI becomes increasingly capable of producing plausible answers and competent first drafts, professionals may spend less time creating work from a blank page and more time determining whether machine-generated work is correct, complete, defensible, and useful

It places even greater value on expertise, judgment, verification, context, and accountability while creating an opportunity for agencies to reinvest the capacity AI releases into higher-value mission work.
