People First… Mission Always: Key to Achieving Extraordinary Results

Through leadership, creativity, and the ability to manage ongoing challenges, Ms. Gilmore (SES) and Ms. Reeves will share several initiatives that achieved extraordinary mission-results with limited resources. They will discuss the Office of the Assistant Secretary of the Navy (Energy, Installations and Environment, Public Private Partnerships Reviews’ congressionally mandated oversight of the $10B Family Housing Program. Participants will gain insight into audit remediation and how to support effective and efficient Managers’ Internal Controls and Enterprise Risk Management programs; now referred to as the Department of the Navy’s Integrated Risk Management (IRM) Program. Participants will see firsthand how putting people first can show how to develop an effective and efficient IRM system which improves the internal control and risk environments across an organization’s programs, operations; and grasp how an effective IRM Program impacts program accountability, achieve goals, and documents and shows results through resolution of material weaknesses that impact financial statements.
Antideficiency Act (ADA) – Practical Application
Date: Thursday, June 2
Time: 2:00 PM-3:15 PM
Presenters: Tom Devine, Steven Butler
This workshop will include discussion on the 12 types of ADA violations and examines which ones are automatic and which ones may be correctable. The four A’s include: Appropriation, Apportionment, Allocation, and Allotment. The four May’s are: Allowance, Augmentation, Purpose, and Time. Finally, the four Don’ts are: Indemnification, Obligate in advance, Parking of funds, and Voluntary services. This workshop uses real life examples to emphasize legal requirements and how effective funds control can provide the best protection against violations of the ADA.
MINI-COURSE: Cost-Benefit Analysis

Management Concepts was proud to return to ASMC PDI as a Platinum Sponsor, supporting the theme “Adapt, evolve, and transform- at all times ready.” Management Concepts lived that mission over 2020 and 2021, expanding our virtual training and services to meet the changing needs of the DoD FM community.
We presented two sessions for credit, with content from our in-demand Antideficiency Act course and Internal Control course.
We also presented a special session at our virtual booth, “Insights from Experts: Virtual Learning and Lessons Learned During the Pandemic,” from experts from our learning technologies and instructional design team on virtual instructor-led training during the pandemic.

ASMC Washington Chapter Monthly Luncheon

For the first time, ASMC Washington chapter members gathered online for a virtual chapter meeting. The speaker, Mr. Thomas A. Constable, Acting Assistant Secretary of Defense for Readiness, gave a dynamic and informative presentation on Defense strategy and readiness. This was followed by the swearing in of new chapter officers. Congratulations to all!

Jr., Assistant Commandant for Resources & Chief Financial Officer, United States Coast Guard, discussed organizational change management in the USCG. RADM Allan highlighted success stories and lessons learned in implementing new systems across the Coast Guard and other agencies.

Jansen, Deputy Commandant for Programs and Resources (P&R), United States Marine Corps. Management Concepts was pleased to recognize the hard work and dedication of all of our partner organizations- including ASMC- by hosting our first ever partnership appreciation event. All members of our partner organizations were invited to attend and enjoy an evening of refreshments, networking, and festivities, all while supporting a good cause. This year we selected So Others Might Eat (S.O.M.E.) raising money and collecting the much-needed non-perishable food and toiletry items they need to fight homelessness and poverty.

Roth, Assistant Secretary of the Air Force for Financial Management and Comptroller, was an entertaining speaker while communicating some very compelling points. We look forward to seeing what the future will bring, and thank him for his years of hard work and dedication in his field.

Management Concepts was mission-focused and proud to return to ASMC’s annual National Professional Development Institute in San Antonio, TX. We welcomed hundreds of attendees to our booth, handing out information on the over 130 courses we offer mapped to the DoD FM myLearn numbers.
We were also pleased to offer 3 mini-courses and 1 workshop taught be our highly skilled instructors. Mini-courses included: Budgeting and Accounting: Making the Connection (parts A and B), and Internal Controls: Meeting Federal Requirements for Accountability (parts A and B), and the workshop focused on the Antideficiency Act (ADA): The 4-4-4 Plan to Avoid Violations.
